En Francia, el Consejo de Análisis Económico (CAE), un organismo que
asesora al Primer Ministro en su política, acaba de publicar un informe a
favor de la legalización del cannabis en Francia. “Ha llegado el
momento de que Francia adopte de manera pragmática y firme una política
que le permita recuperar el control”, escriben los economistas
Emmanuelle Auriol y Pierre-Yves Geoffard y para quienes la reforma se ha
convertido en una "emergencia" nacional.
El medio francés Newsweed se hacía eco de los dos asesores profesionales
economistas y pertenecientes al CAE. Para ellos, la prohibición
promovida en Francia durante 50 años, ha sido un fracaso a pesar de la
gran inversión en la represión por parte del estado francés. También,
por las miles y miles de horas perdidas de la policía por esta causa.
Además, se suma el coste social y mil millonario, y sin los ingresos
fiscales por dicha prohibición.
Sobre este tema, el organismo asesor económico del Primer Ministro dice
que llevaría a la disminución de la delincuencia organizada y a dirigir
la reorientación de la acción policial. También dicen que la
legalización no aumentaría necesariamente los nuevos consumidores. Si
hubiese un aumento no sería expansivo sino intensivo, es decir los ya
consumidores podrían consumir más, pero no aumentarían los nuevos
usuarios. También dicen que bajaría el consumo adolescente, al ser mas
difícil encontrar.
Las políticas legalizadoras tendrían un efecto positivo en las finanzas
publicas. Estas política legalizadora sería mas ventajosa e termino
financieros que la Prohibición que cuesta mas de 500 millones de euros
anuales.
"El análisis económico, combinado con el estudio de experiencias
extranjeras recientes, muestra que la legalización del cannabis
recreativo, estrictamente regulado, permite tanto luchar contra el
crimen organizado como restringir el acceso al producto para los más
jóvenes... Para desarrollar un sector económico, creando empleos e
ingresos fiscales", concluyen los economistas.
Los economistas y asesores del Primer Ministro proponen un monopolio
publico regulado. Garantizar la calidad y calidad de los productos.
Reorganizar y enfocar la fuerza policial en los grandes traficantes.
Prohibición total a menores. Usar gran parte de los ingresos fiscales

vez que se erradique el mercado ilegal". La legalización debe conducir a
una garantía de calidad para los consumidores, reducir los riesgos de
salud y conducir hacia la oferta legal.
Analizando el impacto económico de una industria francesa de cannabis
recreativo se establecen tres escenarios dependiendo de la demanda. Los
ingresos fiscales se estiman entre 2 y 2,800 mil millones de euros. La
industria crearía entre 27.000 y 80.000 empleos y la seguridad social
recaudaría entre 250 y 740 millones de euros.
El
texto presentado prevé la creación de una empresa estatal que sería la
única que tocaría el producto. La venta se confiaría a los estancos en
virtud de un contrato de explotación con el gobierno.
Si bien los

FRANCE COULD BE THE NEXT ONE LEGALIZING MEDICAL CANNABIS
