Luxemburgo quiere regular el consumo y producción de cannabis y propondrá un concepto provisional que sirva como base para desarrollar un marco regulatorio.
Liderando esta normativa provisional estarían los Ministerios de Salud y de Justicia. Este verano se celebrarán varios debates en los que también estarán instituciones de la Unión Europea y países vecinos como los Países Bajos. Estos últimos están preparando una regulación del cannabis para uso adulto y lúdico y a Luxemburgo les gustaría conocer.
En un principio se autorizarían 14 puntos de ventas, que no deberían estar cerca de colegios, y que estarían en manos privadas. Éstas deberían hacerse con una de las licencias de venta y parte de su facturación sería para el estado.
No se establecería de momento ninguna tasa máxima de THC para los productos a la venta. Tampoco se deja claro como se alinearían su normativa con el derecho internacional.
Las personas mayores de edad y previamente reguistradas, podrán adquirir 30 gramos de cannabis mensuales. Ademas, no se podría consumir en un espacio publico ni en los espacios donde no se puede fumar. Otro tema sería, que los productos deben estar elaborados dentro del país y no se podría autocultivar.
A largo plazo, se buscaría reducir los productos extranjeros, o incluso producirlos para cumplir toda la demanda nacional de cannabis medicinal.
La normativa provisional permitiría que un máximo de dos empresas manufactureras fabricasen y exportasen cannabis medicinal. Es decir, la calidad de las flores de cannabis también deben ser “compatibles” con el uso médico.

Initially, 14 sales points would be authorized, which would not be close to schools, and that would be in private hands. These must be done with one of the sales licenses and part of your billing would be for the state.
No maximum THC rate would be established for products on sale. Nor is it clear how its regulations aligned with international law.
Persons of legal age and previously registered can obtain 30 grams of cannabis monthly. In addition, it could not be consumed in a public space or in spaces where you cannot smoke. Another issue would be that the products must be made within the country and could not be self-cultivating.
In the long term, it would seek to reduce foreign products, or even produce them to meet all national demand for medical cannabis.
The provisional regulation will allow a maximum of two companies to manufacture and export medical cannabis. That is, the quality of cannabis flowers should also be "compatible" with medical use.
