La coalición que conforman el Gobierno israelí anunció esta semana que avanzan en la legislación para despenalizar el cannabis y su posterior legalización. El informe dice que ponerlo en marcha costaría 4 meses y sería para mayores de 21 años
Según informa The Time of Israel, los dos partidos que conforman el nuevo Gobierno de Israel, anunciaron en una declaración conjunta que avanzarían la legislación “para resolver el problema de la despenalización y la legalización”, aparentemente en referencia al uso recreativo de cannabis. El anuncio llegaría una semana después de que el ministro de policía apoyase las reformas.
Likud y Blue & White son los dos partidos en los que sustenta el Gobierno de Israel. Parece que no solo están de acuerdo en formar el Gobierno de Israel, también el cannabis legal es otro punto de encuentro y a tenor de su declaración conjunta.
Las partes avanzarán la legislación en la Knéset para este fin, asi como para reformar la industria del cannabis con el fin de facilitar que los pacientes puedan acceder a ellos y los cultivadores obtengan una licencia.
El proceso de su despenalización ya comenzó y se ha aprobado a reforma propuesta en 2017 .
El primer ministro, Benjamin Netanyahu, que ya se mostró a favor de legalizar en campaña electoral, respaldó la idea diciendo que debía promulgarse “con cuidado”. “Estamos abiertos al futuro, pero entendemos el peligro y trataremos de equilibrar las dos”, dijo.
Los dos partidos dijeron que la legislación presentará ‘un modelo responsable que se adaptará al Estado de Israel y a su población.
Las partes dijeron sobre su decisión sobre la reforma del cannabis medicinal , que ofrecerá alivio a los pacientes y facilitará el proceso de concesión de licencias para los productores. El legislador de Kahol Lavan, Ram Shefa, y el legislador de Likud, Sharren Haskel, promueven esta legislación conjunta, y la presentarán al Comité Ministerial de Legislación “lo antes posible y luego de un trabajo administrativo adecuado”, dice el comunicado.
Los productos de cannabis se comercializarán en tiendas autorizadas restringiendo su publicidad . Además, y según el informe, los trabajadores en empleos de seguridad no podrán usar cannabis. También, parte del dinero que se recaude con las ventas, irá destinado a educar ante los posibles problemas por abuso del cannabis .
La semana pasada el Ministro de Seguridad Pública, Amir Ohana, y como respuesta a una petición del Tribunal Superior de Justicia, dijo que su deber es “minimizar el daño tanto como sea posible a los ciudadanos respetuosos de la ley que tengan delitos relacionados con la droga”. El Ministro ya se ha pronunciado anteriormente contra la fuerte aplicación de la ley de cannabis por parte de las autoridades.
Amir Ohana también dijo que nombrará un equipo que sopese una política más indulgente con los usuarios de cannabis lúdico.
Durante la campaña electoral del Likud, se realizó un video del partido donde aparecía el activista pro legalización del cannabis Oren Leibowitz. En el video del mes de febrero, aparecía el activista al lado del Ministro Amir Ohana y en el que se respaldaba la creación de un mercado legal de cannabis parecido al de Canadá. También, en el mismo se pedía borrar los antecedentes penales por algunos delitos relacionados con la marihuana.
“Tomaron ciudadanos respetuosos de la ley y los convirtieron en delincuentes. No porque lastimaron a otra persona, Dios no lo quiera, sino porque supuestamente se hacían daño a sí mismos “, dijo Ohana y siendo en ese momento Ministro de justicia.
Israel parece que está en el camino de legalizar el cannabis para uso adulto recreativo; ya que los dos partidos que conforman el Gobierno van en la misma dirección.
