PARAGUAY HACE POSIBLE EL USO DE LA MARIHUANA MEDICINAL

Contra todos los pronósticos, Paraguay sí lo hizo posible: el Congreso sancionó por fin el uso medicinal del cannabis.

Así lo confirma el diario local La Nación, quien cuenta que los diputados sancionaron en su sesión ordinaria, la propuesta que despenaliza el autocultivo de la marihuana para su uso medicinal.

El proyecto será remitido al Poder Ejecutivo para su promulgación o veto.

Actualmente en Paraguay la tenencia o el cultivo del cáñamo es penada por la Ley.

Siempre en casos en que la persona porte un certificado médico visado por el Ministerio de Salud que certifique que padece de las dolencias tratables con la planta.

Mientras que en su artículo 33 el documento estipula que no será un hecho punible la siembra, el cultivo, la cosecha ni el procesamiento posterior de la marihuana.

Siempre que la persona o su representante legal lo realice en un inmueble autorizado por las autoridades de la Secretaría Nacional Antidrogas.

La propuesta tuvo su origen en la Cámara Alta, impulsada por el liberal Víctor Ríos.

El estamento se había ratificado en su aprobación inicial, debido a que Diputados, al ser la cámara revisora había rechazado anteriormente la propuesta.

La propuesta establece en su artículo 30 que no será punible la tenencia de cannabis o sus derivados para uso exclusivamente medicinal.

“Está comprobado su eficacia en varias enfermedades como esclerosis múltiple, cuadros epilépticos, mal de Parkinson y otros, lo dice la ciencia y la experiencia de paraguayos y de organizaciones con las que tuvimos la posibilidad de conocer, conversar y trabajar”.

“Esto es un logro de ellos y de la lucha de muchas familias, como la organización Mamá Cultiva. Espero que sin pérdida de tiempo sea promulgada”, sostuvo.

Es por ello que solicitó al presidente Mario Abdo Benítez la promulgación de la Ley que despenaliza el cultivo de cannabis en las casas para uso medicinal.

“Miles de paraguayos están esperando esto hace rato y su aplicación bajo un régimen legal será un hecho histórico para el país”.

Actualmente entre 70.000 a 140.000 personas

Against all odds, Paraguay did make it possible: Congress finally sanctioned the medicinal use of cannabis.

This is confirmed by the local newspaper La Nación, who says that the deputies sanctioned in their ordinary session, the proposal that decriminalizes the self-cultivation of marijuana for medicinal use.

The proposal had its origin in the Upper House, promoted by the liberal Víctor Ríos.

The establishment had been ratified in its initial approval, because deputies, being the reviewing chamber, had previously rejected the proposal.
The proposal establishes in its article 30 that the possession of cannabis or its derivatives for exclusively medicinal use will not be punishable.

"Its efficacy has been proven in various diseases such as multiple sclerosis, epilepsy, Parkinson´s disease and others, science says and the experience of Paraguayans and organizations with which we had the opportunity to meet, talk and work."

“This is an achievement of them and of the struggle of many families, such as the organization Mamá Cultiva. I hope that without loss of time it will be promulgated, "he said.

That is why he asked President Mario Abdo Benítez to enact the Law that decriminalizes the cultivation of cannabis in homes for medicinal use.
