La semana pasada el Gobierno neozelandés dio a conocer los detalles del proyecto de ley de legalización del cannabis que se votará este año en referéndum en las elecciones generales de este año, establece el régimen de regulación que legalizaría la producción, posesión y uso de cannabis en Nueva Zelanda para las personas mayores de 20 años. El referéndum sobre legalización tendrá la pregunta con una sola opción de respuesta ‘Sí o No’.

El mercado del cannabis está controlado por la autoridad reguladora del cannabis; las personas podrán aquirir hasta 14 gramos diarios de flor en los comercios que estén autorizados. También los neozelandeses podrán cultivar dos plantas y en cada hogar puede haner hasta 4 plantas.

El consumo en espacios públicos estará sancionado con una multa de 500 dólares. La venta o suministro a menores de 20 años podrán ser sancionadas hasta con 4 años de cárcel. Los menores de esta edad a los que se les encuentre cannabis, no se verán afectados por esta condena.

En el proyecto de ley se establece la creación de comercios legales de venta , similar a los “coffee shops” holandeses. En estos locales se podrá adquirir cannabis y estará permitido su consumo, aunque no el del alcohol o tabaco. Con estos locales , el proyecto de ley busca que se establezcan espacios donde los usuarios puedan consumirlo legalmente. Estos comercios legales serán los encargados de informar a los consumidores sobre su consumo y de dotar de espacios seguros a sus clientes para tal fin.

Las personas no podrán importar cannabis y solo las empresas con licencia podrán importar semillas. En la evaluación, los solicitantes entrarán en un proceso de investigación policial.

La ley será revisada cada cinco años. El titular del Ministerio de Justicia, Andrew Little, que es muy importante que los ciudadanos estén muy bien informados a la hora de votar la ley. En el referéndum de este año, si más de 50% vota si, habrá legalización.

“Es importante que el público sienta que puede participar significativamente en el referéndum”.

El referéndum fue realizado por los políticos gobernantes. Los neozelandeses ahora tendrán una visión clara de cómo funcionará un mercado de cannabis seguro y regulado.
